Voice Activation for Lights

Delaware (and other states) require the use of headlights when using windshield wipers.  If it starts raining, wipers start automatically, but in more difficulty driving conditions, I have to tap through screens to turn on lights?  Would be safer to allow voice activation or allow a setting to turn on lights when wipers are in use.
